New MOT LED Headlight Rules 2026: Which Replacement Bulbs Are Accepted?
DVSA changed MOT inspection rules on 14 October 2026 for certain approved LED replacement bulbs in halogen headlights. Learn the requirements and common MOT failures.
New MOT rules for approved LED replacement bulbs
Published by HSA Driving: 24 October 2026. Official change effective: 14 October 2026.
DVSA's MOT Special Notice 05-26, published on 13 October, states that MOT testers must accept ECE-approved LED replacement (LEDr) bulbs in compatible existing halogen headlamp units from 14 October 2026.
The change applies to vehicle classes 3, 4, 5 and 7 in England, Scotland and Wales. It is a specific MOT inspection change, not blanket approval for every LED headlight conversion.
Which LED headlights qualify?
The bulb must be an ECE-approved LED replacement fitted to a compatible halogen headlamp unit. An approved product comes with a secure sticker that must be permanently fixed to the vehicle and easily visible to the MOT tester.
DVSA says the sticker includes the bulb category, variant, rated voltage, ECE approval number, manufacturer and a security feature such as a hologram. MOT testers check that the sticker is present; they are not required to cross-check its approval number against a database.
When can the headlight fail its MOT?
DVSA instructs testers to record a major defect where an LED replacement bulb is fitted and the approval sticker is missing, unreadable, appears tampered with, or clearly does not match the fitted bulb.
This specific rule change does not cover class 1 or 2 motorcycles, HID conversions of halogen units, or replacement of the complete headlamp unit with an LED assembly. Those configurations must be assessed under their applicable rules.
What should motorists do before an MOT?
- Check whether the specific bulb and headlamp combination is approved and compatible; do not rely on marketing claims such as “MOT-friendly”.
- Make sure the manufacturer's secure approval sticker is correctly and permanently attached.
- Check headlight condition, aim and operation. Approval does not remove the usual inspection requirements for safe lighting.
- Ask a qualified garage if uncertain about an aftermarket conversion.
HSA Driving's road-safety perspective
HSA coaching commentary, not additional DVSA policy: Better night-time visibility should never create dangerous glare for oncoming motorists. During night-driving lessons, drivers should practise correct use of dipped and main beams, appropriate speed and observation when visibility is reduced.
A bulb being bright is not evidence that it is compatible, correctly aimed or compliant. Vehicle checks are part of responsible everyday driving.
Frequently asked questions
Are all LED bulbs now legal in halogen headlights?
No. The MOT change applies to ECE-approved LED replacement bulbs in compatible existing halogen headlamp units, with the required approval sticker.
Does this rule apply to Northern Ireland?
This DVSA special notice specifies England, Scotland and Wales. Do not assume it changes Northern Ireland MOT requirements.
Does an approved bulb automatically pass an MOT?
No. Other headlamp safety and condition checks still apply.
