DVLA's strategy published 19 October 2026 outlines digital driving licence and vehicle service improvements. Find out what is planned and what has not changed.
DVLA publishes its 2026 to 2030 strategy
HSA Driving report — 24 October 2026: The Driver and Vehicle Licensing Agency (DVLA) published its 2026–2030 strategic ambition on 19 October 2026.
The policy paper describes how DVLA intends to improve customer service, digital access and the secure use of driver and vehicle information. This is a strategic plan, not an announcement of new driving licence eligibility rules or a compulsory digital licence.
What DVLA plans to improve
More digital driver and vehicle services
DVLA says it intends to add more services to the Driver and vehicles account, helping customers access information and complete transactions in one place. It also plans to improve turnaround times and make applications easier to complete correctly.
Digital driving licences and vehicle documents
The strategy says DVLA will build on work to include a digital driving licence in the GOV.UK Wallet and app and explore providing other documentation in digital formats. This describes a programme of work; motorists should not assume every proposed feature is already available.
Data security and enforcement
DVLA identifies secure data, responsible use of automation and AI, accurate vehicle records and effective vehicle-tax enforcement as priorities.
What should drivers do now?
Continue using the current official DVLA services for renewing licences, checking vehicle tax and managing registration information. Check GOV.UK for the availability and requirements of any digital document before relying on it.
HSA Driving commentary
HSA professional perspective: Convenient digital services may help drivers manage paperwork, but they do not replace the need to maintain valid documents, roadworthy vehicles and safe driving habits.
